Can't you use the APIs to know how many copies are active at once; therefore
you know how many partitions would be active? It's a variation on the
concurrent model if you will. Also you should be able to pull the partition
information from any active license and know what partitions are using the
software. Compare that against the table of allowed partitions according to
your key and off you go.

Would anyone have any thoughts on how to create a licensing scenario using
the IBM i Licensing system that would allow us to create licensing for a
specific number of LPAR's but allow the Licensee's systems administrator to
assign the licenses to various LPAR's on their system?
Sort of a floating LPAR or LPAR License Pool.
