Also possible, someone eschewed the DLTLICPGM and just deleted the
library. Or maybe this 'special' program had something to use besides
DLTLICPGM or RSTLICPGM?

Sort of like if you do have a package that has a custom uninstall program,
and you're at V5R4 or earlier, you may want to uninstall it BEFORE you
upgrade to something higher than V5R4 because there's a strong possibility
that their uninstall program doesn't have observability, and, therefore,
won't work at anything higher than V5R4. :-) Probably not applicable
here since it did claim to be 7.1.
