I'm just going to go with :
the unspecified error that is indicated in the help text when you specify a record size less than what the file is currently at ( even if greater than the starting size ) is the error in the job log.
Any PTF would just expand on the error to make it more informative and allow the starting size to be reset and not effect the data or the current extended file size.
I'm ok with just not doing that again.

I would think that any return of MCH0801 would not be acceptable
irregardless of whether or not you were trying to make it smaller than it
already is.
There are 222 PTFs for 7.1 that have CHGPF in their cover letter.
There are 22 PTFs for 7.1 that have MCH0801 in their cover letter.
Do not assume that all of these are on a cume or group.
This still doesn't eliminate the possibility that you've discovered some
new combination.
Perhaps you've worked around this and don't have the time to pursue this.
