I just scanned my Temp PTF's in both the DB2 group and the TR8 group and I didn't find that object listed (looking in PTF Objects...).
futhermore, I looked on IBM support portal, and scanned PTF cover letters and didn't find anything about "LIBLIST" in QSYS2.

It's likely the source of the problem was the DB/2 group. QSYS2 is where
quite a bit of the enhancements and new functions that IBM delivers for DB/2
goes.

that would have warned you that this was going to be added to the system
portion of the library list when you upgraded to release x.y.z and you
should plan accordingly.

Yes, there will be a lot of objects that do not begin with Q. You can see
