With all the travails that developers seem to go through to implement

HTML isn't for reports, any more than it's for email.

HTML is for web pages. Period. It's designed to be flexible in adapting
to a wide variety of rendering technologies, NOT to produce consistent
appearance across all of those technologies.

That's what PDFs are for.

Payroll checks, mortgage certificates and the like are VERY dependent
upon precise fonts, spacing and so forth. I don't have many of those in
my organisation - most of what I print today is 'utility' type stuff.
ATB, check reconciliation, that sort of thing. Those types of report
would work just fine in HTML.
