Use a watch on for the disabled message in QHST. The watch program can send a page or email as necessary.

We have a user id that gets disabled at times.

We would like to get a notification when it is disabled so that it can enable it before we miss a report.

How Can we monitor for this using all system tools? Just notification is fine.
