This assumption, is it based on any of the tools others have mentioned for
diagnosing SQL?

Let's assume that your assumption is totally off base. Not saying it is,
but without empirical evidence there is that possibility. Perhaps it is a
record locking issue or some such thing by the other job. RTF (no, not
obscene. I mean "read the following")
