Well if there was co-requisite enforcement during Load PTF (LODPTF) time, then I suppose there would be a concern in that regard. However I am not aware, and quite confident, that is not a possible issue with load; there can be such issues, but during apply. The Install Program Temporary Fix (INSPTF) of course does both the load and apply.
