For IBM i 7.2 hosted disks the magic number is 37722 for the load source. This yields a perfect 35GB to the guest. Anything smaller will fail.

Must have full TR1 installed (Not just the MF99101) on the media you are installing from.

The 70G minimum for a physical disk is irrelevant because there are no available physical disks smaller than that for any server that supports IBM i 7.2!
