Based on IBM's documentation, it doesn't appear that the existence of
"read" triggers has any bearing on whether the system uses the SQE or the
CQE.

While I have not used read triggers, my understanding that the trigger
program would be called for every row read. So full-table scans would
naturally perform especially poorly with read triggers being evoked.

It sounds like your performance problems are yet another case of SQL Select
statements not being aligned with existing indexes, which leads to full
table scans.
