I've attached an exit program to the QIBM_QCA_CHG_COMMAND exit point to accomplish the same.

one thing you may not be able to control is a shutdown of the session.

What is the least intrusive way, in terms of not changing code or affecting
all the jobs on the system, of having a joblog printed when a set of users
signoff?
