IIRC: To be visible for the comparison, either the _PTF_ needs to be
loaded [into *SERVICE per Load PTF (LODPTF)], or the Save File must have
been ordered _as a PTF_ for which the associated PTF Save File is
registered into *SERVICE [e.g. Send PTF Order (SNDPTFORD) where the
chosen delivery establishes the PTFs as PTF Save Files]. A Save File
that just happens to contain a PTF [e.g. either as an existing save file
into which the save-data-records are inserted or as a device file with
attribute SAVF that was restored] is not registered implicitly into
service; the ordering process has the capability to insert the PTF
information into *SERVICE, and I believe the Copy PTF (CPYPTF) does so
as well.
