The utility has its uses a package manager to do the download/install, but what it put on was not the latest version.

How did you install Ghostscript in the first place? If you used a tool like RPM, then you can use it's uninstall/install options to do the upgrade.
If you simply got a precompiled copy of Ghostscript and "restored" it to the IFS directories, you'd want to delete those, and restore a newer version in it's place.
Not sure if that'll help you or not... Personally, I've always found that Adobe Reader handles PDF much better than Ghostscript.
Unfortunately, Adobe Reader is hard to drive from a program (vs being
user-driven) and as far as I know, nobody has yet gotten it to work on IBM i. Too bad.
