I think he gets that. He just thinks the error message lost something in the translation. What should be 'were' is spelled 'where'. If it's not corrected in 7.2 (it's not) he plans on opening a PMR to get it corrected.

What this is reporting is the control group is set to sign off all
interactive users. There is a list in BRMS where you can exempt specific
users from the interactive sign off, i.e.: QSECOFR, QSYSOPR. In this
case
all the users were already off so there was no one to summarily boot off
the
system. BRMS is telling you that in case you expected users and there
were
none.
