Sorry for cutting hair, but thanks to the marketing suits, it is IBM i
Acces Client Solutions (I always call it simply Client Access.)
Although I have never used Ops Console, but I found this software
flaky. For me the 64 bit version does not work at all, the 32 bit
works - sometimes. Some functions works, some does not. I just started
to use it under Linux RHEL 6.5, it is even worse.

IBM I Client Access Solutions is IBM's replacement for IBM i Access for Windows or more specifically a 5250 Emulator and Operations Console. What surprises me is that Operations Console has no issue detecting it but the new program refuses to find it.

This Windows 7 instance is on the same subnet as my iSeries Lpars, same switch no funky vlans or firewalls to block any BOOTP Packets. I am missing something here or is IBM's new program just flaky? Sorry if this is a little ranty but I find stuff like this incredibly frustrating.
