One other thing to consider is maintainability. Is someone else coming
along going to be able to maintain your program? What if the next person
doesn't even look for it and just fires up synchronization from the
system? It wouldn't be nice if both methods kept adjusting the time back
and forth. Or if your routine runs during the time changes spring and
fall when other things are running also. Or if they move around the dates
for the time change.
Or if someone does find your program and really tries to find out why you
hand rolled something and the only explanation they found was in the
comments like this:

described by http://... but that would
// have meant discussing this with our system admin and he doesn't like me
ever since I stole his
// motorcycle when we were both in high school.

Yeah, my 35th reunion is coming up in a couple of weeks and there are
still some awkward moments between a couple of my classmates.
