Saw this several times on power6 running 6.1 boxes while transferring ftp to them. First no disk i/o then one or two disk under heavy load. One minute later all disks busy and ftp stalling. Maybe ibm has some issues in disk management routines. Did you run a wrksyssts in parallel to see how many disk jobs were active?

So over this one minute how can 1 of the drives be 48 percent busy and the others only 2%? The seemingly insignificant difference in I/Os just doesn't seem like it could possibly cause that large delta in percent busy!
