If the system is set to create joblogs, cleanup, save, and/or restore of outqs/spoolfiles is what causes the temporary lock.

Because you have your system set not to create joblogs would explain why you never saw this issue.
Dated joblogs are needed for many reasons, audits, troubleshooting, operational issues/errors.
PCI compliancy may also require them.
Recently i've had to restore joblogs to confirm the reason for a failure.
If you don't create a joblog, which means you don't save them, how do you troubleshoot?

I do like your concept of "changing system value QLOGOUTPUT to *PND and all of our jobs are "JOBLOG PENDING".
But how do you produce a joblog for a job no longer in the system?
