You may want to use a combination of the following APIs:
Retrieve Journal Information (QjoRetrieveJournalInformation) API -
http://www-01.ibm.com/support/knowledgecenter/ssw_i5_54/apis/QJORJRNI.htm
Retrieve Journal Receiver Information (QjoRtvJrnReceiverInformation) -
http://www-01.ibm.com/support/knowledgecenter/ssw_i5_54/apis/QJORRCVI.htm
Use QjoRetrieveJournalInformation to obtain a directory of journal receivers for a journal. Spin through the directory using QjoRtvJrnReceiverInformation to obtain the receiver's header information. This information will contain the information you see when running WRKJRNA + F15.

First link was to V5R3 Knowledge center for journal and commit apis. I changed 53 from the url to 71 and got

Amazingly enough I see a retrieve journal receiver attribute but no list journal receiver api.
So, I guess you combine one of these two:
List Objects (QUSLOBJ) API - IBM
Open List of Objects (QGYOLOBJ) API - IBM with
