Hmm, I can do this
CREATE TABLE ROB/NODDS (MYCOL CHAR (5 ) NOT NULL WITH DEFAULT)
SELECT * FROM syspartitionstat WHERE SYSTEM_TABLE_SCHEMA='ROB' AND
SYSTEM_TABLE_NAME='NODDS'
and it appears. Yet there is no DDS source member.

Perhaps you were thinking that a table created with no external definition
like
CRTPF FILE(ROB/HEDONGETIT) RCDLEN(50)
In that case, you are correct. It does not appear in SYSPARTITIONSTAT
even though it has a partition (aka member).
It also does not appear in SYSTABLES.
