Trevor, you happened to "say the magic word".

About two years ago I created the logical file with a key that was not unique,
and even commented the reason for not declaring the key UNIQUE.

The based-on physical file did and does have a unique key.

Time passes . . . I update the app and in the course of making changes, re-visit
this file and "re-think" the "Pallet Id" key, deciding I can and should make it
unique.

We know now I was wrong, but what I did not know was i OS would
create the file, but because the data would not support the key,
would, correctly, not create a file member.

Be careful what you ask for they say.

This is an absolute WAG, but is it possible that the file has non-unique keys? This would be a problem if you added UNIQUE to the LF.
