Used to be there was a system password but not for quite some time. I think that went out about the time the RISC machines were introduced.
It is keys based on the message and there are two options. 1) enter keys which if the box was legitimate to start with are available from ESS, or 2) reload.

Could this be something different than a license key issue? Could this be more of a "this machine has been powered off so long that you have to put on a service password" kind of thing? I've not seen that but I've heard that legend.

One of our old box (9406-270) was having V5R4 which we shutdown for a
while but now we need to bring it online as we need to digit to some old
data for a audit purpose, The OS license on this is expired,is there a way
to get the license or get those data?
This is the message it is giving when we try to login
“No Operating System Licenses are available at this time. If you have a
license key to increase the number of operating system licenses you may do
so by pressing the F4 Key”
