In Oracle and DB2 for LUW, there's the INITCAP function. I think for
i you have to roll your own. (But you can find some "prerolled" by
Googling.)

Note that CamelCase usually refers to capitalizing compound words with
no intervening spaces. What you want is sometimes called "proper
case" (as in "for proper names") or "title case" (as in "for book
titles", though sometimes this term includes the rule that "small" or
"less significant" words are left lowercase, for some definition of
small or significant).
