Good News Everybody!

It was put in as part of the upgrade to the application server (liberty
profile) used by admin4 and admin1. In 8.5.5.2 the ability to specify a
command port was added, so we now use it. Previously, the command port
was an ephemeral port.

If you load latest HTTP group PTF, this should be resolved. It will
not grab a random port, but a port in the range that is reserved for
the admin servers.
