I generally avoid this issue by doing an APYPTF *ALL APY(*PERM) at some point before starting the next CUME or TR group. Then also do a SAVSYS or GO SAVE option 22 as well.

Set all PTFs to delayed, applied at next IPL.


Continue PTF Install
System:
PENCOR06
The previous PTF install was incomplete because of processing needed to
install a technology refresh PTF. In the previous PTF install, no PTFs
were applied and at least one PTF could not be loaded because a
technology refresh PTF was not permanently applied. The previous IPL
has permanently applied the technology refresh PTF and the PTF install
can now be continued.

Press Enter to load the remaining PTFs from the install device and apply
all loaded PTFs. When installing from a tape or optical device, mount
the first volume in the PTF volume set.

Press F12 to cancel the installation.
