You'll need to install the CA/400, iSeries Access, i Access drivers for V6R1 or V7R1 on your dev pc and app server machine.

Then these DLLs usually show up here:
C:\program files (x86)\ibm\Client Access

You can't install them without Client Access.

I am currently working on an open .Net wrapper for XMLSERVICE but it won't be ready for release for a few months as it's a spare time project.

It will work nicely because it uses the XMLSERVICE CGI app on the i and provides .Net and XML result sets.

http://www.codeproject.com/Articles/157953/Connecting-DB-iSeries-From-net-Application

1. IBM.Data.DB2.iSeries
2. IBM.Data.DB2
