Right (same InfoCenter page):
You can create a maximum of 36 log versions with the same Julian
date. If more than 36 log versions are created on the same day, the
next available Julian day is used for subsequent log versions. If
some of the older log versions are then deleted, it is possible to
use the names again. Log versions are out of order when sequenced by
name if log versions are deleted and names used again.

I don't expect to see (or to provide predictible results if) "some of the older log versions are then deleted," and if 180000 log records per day isn't enough for an installation, well, then somebody should probably bump up QHSTLOGSIZ to something bigger than the default of 5000 records per "version" (V4R4 can go up to 32767 records per "version," or 1,179,612 records per day, while V6R1 can go up to 10,000,000, or 360,000,000 records per day).
