Perhaps because 25-Feb, and perhaps even before end-of-day 26-Feb, was too early; i.e. the 6.1 HIPER\PSP had not been updated to include that PTF per?:

DATE APAR VRM PTF/LIC FIX LIC PGM CUM PKG
927. 26 Feb 2014 MA43531 611 MF58122 5761999

In contrast, the 7.1 PTF was updated in the v7r1m0 HIPER\PSP with a date of 21-Feb.
