The Trace command says that the HTTPSVR instance doesn't exist but it does.

I can't even start *ADMIN to confirm. The *ADMIN server gets the same
message.

I was able to do STRTCPSVR with -vv as an option, I see this trace:

Probably of no assist, but... Does the product name replacement variable
reflect my reformatting of the message text above [i.e. missing and one
blank; and if the spool file is created with RPLUNPRT(*YES '*')]?

Getting a trace would seem an appropriate approach; the following
invocations I believe would effect that:
TRCTCPAPP APP(*HTTP) SET(*ON) HTTPSVR(servername) TRCLVL(*VERBOSE) /*
