Do you have library QHLPSYS?
Is qhlpsys in your library list?
Dspcmd cmd-name and you should see the name of the Help Panel Group.
Dspobjd qhlpsys/pnlgrp-name *pnlgrp
Eg. Dspcmd wrkactjob (on 6.1) shows qhwccmd.
This object is in library qhlpsys and is type *pnlgrp.
