I think the answer is right in front of you - ORDER BY is a 7.1 feature of CPYTOIMPF, I believe - not found in earlier releases.

Look for a library named QSYSV6* something - this is the *PRV set of CL commands - look for CPYTOIMPF there and see what its parameters are.

Or just do a WRKCMD *ALL/CPYTOIMPF and see all the lovely commands.
