HPT gets a little scratchy if you are working with a 300dpi image and outputting 200dpi PDF graphics. I don't do this often enough to remember how to change those settings, but maybe this much will give you a place to start.

AFP Utilities? Even then I'm not sure. Can you clean up the image on a PC
(using one of many tools) and then recreate the page segment?
