Using an RPGLE H-Spec and a CLLE DCLPRCOPT in the program source, both specifying the DFTACTGRP(*NO), is probably a good habit. Those will override the choice on the CRTxxx command. When no ACTGRP is specified, the default of *STGMDL will effect either ACTGRP(QILE) or ACTGRP(QILETS) according to the storage model; while not ideal, it sure beats accidentally using DFTACTGRP(*YES) and the possible negative consequences.
