I would think any client can - even running telnet in a command prompt
in windows.

This is because the entry field for the password is in a display file
and is managed by the system, right? So you see what the system gives
you, and it knows about the long password setting.

Just for fun, try telnet host-address in a command prompt in windows and
see what happens if the password level is 2.
