As a stop gap measure, we are using Google's custom search engine service.

Ken, not sure if this is the correct answer, but I believe you need to
define how your system and applications will participate within an SSO
enabled environment once one is defined and setup. Will the I join a
previously created domain or one in which it owns and joins.
