I really don't see how that is relevant for agile methodologies. Costs are easier to track and control when developing with agile (IMO at least). Work is done in smaller units, so you can control costs at a finer grain.

Agile is used exclusively in start-ups for example years ago Mark
Zuckerberg started coding with little effort spent on requirements
and all effort spent on coding.

As I mentioned before, we use agile at PTC (both for Implementer and Integrity development). It works quite well for us and we are clearly not a startup.
