Normally, this sort of problem is caused by FTP connections getting blocked by a firewall. Switching to passive mode (or if you're using passive mode, switching to active mode) is the typical workaround.

However, it doesn't make much sense that this would work interactively...

It's useful to know that FTP uses a different destination port number for each file transfer and/or directory listing. So it's possible that some of the numbers it picks are allowed through your firewall, and some are not. It wouldn't matter if you are interactive or batch, but some of the connections might sporadically work (or not work) and that might've led you to the wrong conclusion? Maybe you just got "lucky" when you tried it interactively?
