Read the cover letter of the tech refreshes. The first few were very
reminiscent of back in the AS/400 days of applying PTFs in which you had
to IPL multiple times. On IBM i, if applying cumes and whatnot require
multiple IPLs it often does them all itself. However the first few tech
refreshes kinda stepped back in time. Once you get to a certain level of
TR then it gets it's sanity back.
Some people may decide just to get a new resave/respin, that contains the
latest TR, put that on, then put on the latest cume and then all the
groups. People who support MANY systems (like Larry and Pete) may create
their own install media which contains the latest TR, cume, groups, etc to
really save time.
To put on a resave of 7.1 when you are already running 7.1:

Of course, you may have to fix any customized commands, etc as you would
normally do when upgrading your OS.
