With CRTBNDxxx commands (the only ones that support the DFTACTGRP parameter) the default for DFTACTGRP(*NO) has always been QILE.

For the CRTPGM command (which does not support DFTACTGRP) the default was originally *NEW, but changed in V5R3 to *ENTMOD. *ENTMOD will result in QILE for RPG, Cobol, or CL, but will result in *NEW for C or C++.
