redbook(s) on globalization and whatnot you can look at.

I used to think that globalisation meant a system that had to deal with
a different country. With the web being ever more integrated into our
businesses, I'm finding that I need to be able to read and write UTF-8
and even (yuck) UTF-16 data. That's not the globalisation I was looking
for :-)
