No link but will give a couple thoughts.

It is desirable to use static whenever possible, so that optimization time is minimized. This would include using parameter markers in PREPAREs and all.

Use dynamic when there isn't a way to use static. An example is where host variables can't be used - the FROM clause is one of these, where host variables can't be used for table names, so you need to build an SQL statement in a variable, then prepare it or execute immediate.
