How much do the IASP rules change whether the setup is for non-switchable
and or switchable.

The IFS can only exist in an IASP by virtue of UDFS. Without UDFS,
there is no IFS in an IASP.
Perhaps you are unaware that a "default" UDFS (named "QDEFAULT.UDFS") is
created for you in each IASP automatically, so that "IBM i" can mount
that to provide the "root" directory for the IASP that you referred to
