Better yet, implement Kerberos and get rid of two seperate password systems.

Paul, would you be willing, to test on this user, to match the IBM I password to the Windows account password?
Just to see if synchronized passwords solves the issue.
At our site, we encourage all our users to have identical passwords on Windows and IBM so that connecting to IBM I is seamless without having to enter a second password.
Does your organization have a business case for having different passwords on the IBM i?
