I don't see a reference to the parameters changing in the documents I
have. I wonder when it changed and how many headaches it created.

DCLPRCOPT is sort of like the H-spec in RPG. You get to tell the
compiler some things about the code. At 5.4, these two attributes
weren't added yet. You can change the text on the source member, and
when you've compiled the CLP, CHGPGM USRPRF(*OWNER) to accomplish the
second bit.
