That is correct It's required on all Clients. When you use the *SRVLAN parm on the CRTDEVOPT it does NOT use the IP stack in IBM i to access the server partition, rather it uses the Service tools LAN adater often call the LAN Console adapter. You can use this optical device even when the client partition has all subsystems shut down because of this.
