When using System Naming convention the library list can be set within IBM i
Navigator's Run an SQL Scripting tool, by selecting
Connection --> JDBC Settings --> System --> Schema list
Reconnect after having set the library list.

Another way to modify the library list is to execute a CL command, such as
ADDLIBLE, RMVLIBLE or CHGLIBL. The CL command must be prefixed with CL and
ended with a semi colon. After it can be executed like any SQL command.
Example:
cl: ADDLIBLE LIB(MYLIB) POSITION(*AFTER QTEMP);

BTW If a default/current schema is explicitly set, the library list is not
searched to find unqualified specified tables or views, not even if System
Naming conventions are used.

The default for SQL is to use the Authorization Identifier as the
qualifier for unqualified TABLE-references in a statement.

Resolve the issue in one of the following ways:

- change the connection properties to use *SYS naming vs *SQL naming, for
which unqualified table-references use *LIBL; then of course, the TABLE
names expected to be found must be in the Library List of the server job...
which is yet more connection properties

- SET CURRENT SCHEMA to the library name where the file(s) reside

- explicitly qualify the TABLE name with its schema [library] name
