That's true in general for most SSH clients and servers although the authentication methods used/allowed can be restricted in the config files. Some servers only allow keys, some userid/passwords and some only interactive passwords etc. The IBM port of openSSH however doesn't allow for passwords in either batch mode or interactive - only because it doesn't recognize stdin as a tty (which it's not strictly speaking). It would have been straightforward to add a couple of lines for an exception but they didn't.
