Start with Chris Date's book, An Introduction to Database Systems, ISBN 0-321-19784-4. It is still the standard.

Looks like there are quite a few classes at coursera.org that will be helpful. Although I've worked with MySQL and perl/DBI in the past, I've never studied database design.
