My understand is that the answer is yes, triggers are a function of teh DB
and the DB doesn't care who initiated the change. AFAIK every HA vendor
recommends that triggers be disabled on the destination system and that
instead the HA software should be replicating the changes made to dependent
files by triggers on the source system. In other words, you should be
using HA for all files and not trying to make use of triggers on the
destination.

IIRC, IBM added the *ENABLE/*DISABLE functionality to CHGPFTRG mainly per
the request of HA shops/vendors.
