Just use on of the many web services. This takes very little time to implement in higher level languages such as .NET and JAVA, you'll have to jump through a bunch more hoops in RPG to accomplish the same thing but it should be doable with the HTTPAPI

This comes up once in awhile. The general consensus is to use a 'device'
that has a subscription to some cell phone provider. They have interagreements to each other so you don't have to know their provider.
Otherwise, you'll have to figure out their provider (subject to change whenever they renegotiate contracts) and do what you've done below.
